It was always meant to be recursive and absolutely was because it was finding the attribute/custom folder's rule files (which was bad) and authn.properties (which it needed to). So that wasn't a change. There were changes made to get it to stop including certain files, and prevent it from including idp.properties twice in some cases and causing spurious warnings due to the new duplicate detection feature.

That would absolutely have been found before. But what it *does* when there are overlaps has always been impossible to control, which is why it now logs that (usually to the container since that's early).
