Thinking about it, you can also do the install by specifying the package directly (rather than relying on the -I)

plugin -i http://shibboleth.net/downloads/identity-provider/plugins/oidc-op/3.3.0/idp-plugin-oidc-op-distribution-3.3.0.tar.gz

Note that the url is "http://" (because we do not rely on TLS trust for plugin checking)
