XMLTools-c only builds lite version

I’m building the SP from source as there is no RPM available for my OS version (SLES 15 SP2). I get all the way through building XMLTooling-C,  but it only builds the lite version I see the .pc files for the standard version but it doesn’t get built. How do you actually build the non-lite version?

I have all the deps built. I don’t see any switches in configure/makeFile unless I missed them. At a loss as to how to continue.
