EduGAIN inclusion in federation metadata aggregates

Other than the time factor (I recall an entity recently taking several
days to appear in InC) those specific federations use a very similar
tool chain for their import from eduGAIN, so the most likely
explanation is "local filtering" (due to shared policies) for these
two federations.

I recall either of those two federations (or both) also publishing a
log from their import process which in your case would likely include
the reason the entity has been dropped instead of imported.
I don't have the URL for those logs handy (others here undoubtedly
will) but if necessary I can dig them up.
