Duplicate xml:lang key invalidates metadata service

I did not find this before when I checked but with the help of the
ukf's 'ukf-meta' git repo I now found it:
https://issues.shibboleth.net/jira/browse/IDP-1647
and the (contradicting) statements having been made there all
prefectly mirror my own thinking. ;)
