Upgrade IDPv3.4.8 to 4.1.2 woes

I believe we ship commons-dbcp2, and commons-dbcp is pretty long dead. Nothing's stopping you from adding jars yourself, but I sure wouldn't in that case.

A Tomcat that old perhaps supplied an out of date version of that jar, I think some of them used to include it. Not using Tomcat for over a decade, I wouldn't know what it did or does. That would explain why it was "working" but the upgraded Tomcat doesn't.
