unable to locate metadata for provider error

All thank you for your inputs on this issue.
I was finally able to find the root cause.
The Client IdP metadata file had  the  'organizationURL'  attribute that
was empty. This was causing an error while loading the metadata file.
This was fixed once I got the corrected metadata file.
