You could share the relevant config snippet telling the SP to load the
metadata file, plus maybe the output of the 'ls -l' command (or
whatever) showing the location and permissions of the metadata file.

Obviously just stating "I've told the software to do x but it doesn't
to it" is not sufficient for anyone to pinpoint the exact error in
your deployment.
