Jira move in progress - where we are atm

We've begun to accelerate the Jira to Cloud migration, and that's going vastly better than the wiki migration so far, not really what I expected.

I'm probably done for the weekend, and things are going to be split for longer than I hoped, but I suspect we'll be largely done sometime next week.

Everything has been migrated to the Cloud instance now except for the biggies, the stack of projects for the SP and IdP, and the member support features. Those are the last to go and will be in that order.

The infrastructure page [1] has a summary of exactly what's migrated to the Cloud now, and the clearest indicator is really just that anything that's in https://shibboleth.atlassian.net/jira is moved and anything else isn't. __

Rewrites are in place as I go to link issue URLs from the old to the new, but there are intentional "holes" in the rules to allow access to the old system so it will be a bit of a mess until we're done.

It is our belief that it's impossible for end-users aside from the team to create new issues in the migrated projects but the complexity of the rules is such that it's not impossible I missed something so if it happens we'll adjust on the fly.
