Shibboleth IdP 4.1.4 on Windows 2019 server

And actually, getting back on and looking, I see that the system already has this:  

  c:\Windows\system32\ucrtbase.dll


and the wiki seems to state that having that file is the "desired end result" of doing that install of vs_redist.x64. So, if that is the case, then that was already in place when I did the last clean install. Or is there something else it would do/put in place?
