You need to download and run that to run practically any C/C++ application on Windows since Microsoft reinvented DLL hell and
started updating the CRTL via windows update. This is also the reason why we can no longer ship debug versions of the SP, FWIW.
In particular I am reasonably sure that several JDK's (i.e. java, nothing to do with the procrun service) require it. I think
that procun has had other issues.

The big installation effort for V4 was 95% moving away from ant, so this slipped through the cracks. This mistake was made easier
by the fact that Windows Installer maintenance is a real PITA and IIABDFI. Plus I am still supporting x86/Win7 in other lives.
If someone remembers to enter a RFE It will probably go in V5 probably alongside Itanium. Of course I cannot move it from being a
X86 installer because existing installations will be in PF86.
One thing which really confuses me is that it runs on with the X86 executable, so it would need to grab a 32 bit JVM dll (absent
IIS-type tricks) but my jdk doesn't have any 32 bit DLLS in it...
