Shibboleth IdP 4.1.4 on Windows 2019 server

I just tried it and worked fine straight off.

I'm not sure what else to recommend.  What version of Java are you running against and (please forgive me asking the insultingly
obvious) what architecture is it for?

There, of course the chance that the image was just corrupted on install, in which case a repair will fix that.
