Shibboleth IdP 4.1.4 on Windows 2019 server

I'm AFI today, but I'll try it tomorrow (may need to commission a 2019 machine).  I'm not aware of anything save the redist issue.

>From your description is sounds as though the 32 bit redist is installed, not the 64 bit one.  It is not unknown for distributions
to be mislabelled, 
You might want to double check (I know that sigcheck will report architecture).

Running shibd_idp from the command line can sometimes also provide useful feedback (if the issue is lost dependencies).
