Shibboleth IdP 4.1.4 on Windows 2019 server

Has anyone gotten a clean install of IdP 4.1.4 to run in 64 bit mode on a Windows 2019 server? I tried it first without the suggested prerequisite install of vc_redist.x64.exe, and then installed that, removed the IdP install, and installed again. It will not run in 64-bit mode,. I can only run it in 32 bit mode. (This is with Amazon Corretto 11 JDK.) Is this related to Issue IdP 1741?
