mdui:DisplayName minimum

We have a non-InCommon SP that we added the following items to it's 
metadata:

mdui:DisplayName
mdui:InformationURL
mdui:PrivacyStatementURL
mdui:Logo

The desired DisplayName is 8 alpha-characters long. One uppercase and 7 
lowercase:

Cherwell

When the DisplayName is those 8 alpha-characters, our IdP login page 
does not contain the line starting with:

Log in to

If I change the DisplayName value to the following:

JMU - Cherwell

The Log in to line now appears:

Log in to JMU - Cherwell

Does DisplayName have to be more than 8 (non-whitespace) characters?
