System Use Banner page or click through with active acceptance (IdP v3)

After some back and forth with our internal audit, we are being asked very politely to add a system use policy to our shibboleth IdP v3 flows. The banner is of course ungainly and long, and requires active acknowledgement (clicking an OK button for it) so I am trying to figure out the best way to integrate it into our current build.

What would be the most straightforward way to go about doing this? I was thinking trying placing a page before/after acceptance of attribute release? I am a little iffy how the process works to add a page like that. I mean in the sense of "here is the confluence page on editing those flows". I find that sometimes I am looking at the pages, and am not sure if they make sense for my use case until it is make plain to me that "yes, yes it is".
