There are no (significant) filter changes in V4.
A new install of V4 will load the resolver file into the shibboleth.AttributeRegistryResources bean in services.xml and that will enable support for any encoders. That't just how it is. It is impossible for you to get this result that way, so something you did isn't in evidence at this point.
Your problem has to be that the resolver file is not loaded in that bean, and you're using an atypical attribute ID so there are no encoding rules applied. I can't fix your problem because it was caused by a change you made, but if you want a quick fix, it's to stop using AttributeEncoders and rename email to mail.
