Configuring Apache 2.4 with Shibboleth SP 3.0.4

I agree, Scott.  I don't understand this one at all.  The authentication
happens, so this error doesn't make sense to me.

I really have no idea offhand what that means other than Apache is clearly
misconfigured, but I don't configure it often enough to know the common
pitfalls.

It makes it sound like the module's not even loaded but that would make
logging in impossible.
