Configuring Apache 2.4 with Shibboleth SP 3.0.4

The relevant error seems to be

[Wed Mar 25 17:09:18.449764 2020] [authn_core:error] [pid 25353] [client 10.0.1.96:17652] AH01796: AuthType shibboleth configured without corresponding module

I really have no idea offhand what that means other than Apache is clearly misconfigured, but I don't configure it often enough to know the common pitfalls.

It makes it sound like the module's not even loaded but that would make logging in impossible.
