IDP 4.0 (Windows) build.bat

Shibboleth IDP 4.0 working like a treat however when I rebuild I am getting error 

C:\Program Files (x86)\Shibboleth\IdP\bin>build.bat
\Shibboleth\IdP\bin\install-log.xml was unexpected at this time.

If I update ant.bat  with 
REM   set INSTALL_LOG_FILE=%ANT_HOME%\install-log.xml
then I can the build to work but there must be a better way.

I believe it's something to do with how ant copes with quotation marks with file paths. But not sure precisely what needs changed and where.
