Release attributes

We have a new IDP set up with InCommon connected to our on prem IDP version
4.  After authenticating to Educause, the following message is displayed:

"Your account is missing the following required attribute(s):
*urn:oid:1.3.6.1.4.1.5923.1.1.1.6
*and *urn:oid:0.9.2342.19200300.100.1.3*"

I see these values in the *eduPerson.xml *and* inetOrgPerson.xml *files but
how do they get "released" ?
