No OS packages are up to date, that's really the reason they exist, to avoid churn. But if they're patched, that's all you can really expect.

Officially speaking, the most we would ever do is just continue to package 12 SP4/5 (and soon only SP5). We don't make any other supported SUSE packages at this point.

I would imagine we can swing that if we have to but if what's already there is being maintained, there's no reason to continue to do it.
