Also the URLRewrite module may be interfering with the Shibboleth endpoint
(/Shibboleth.sso). We get a 404 unless we go into [Server] > Modules > View
Ordered List and move ShibNative/ShibNative32 above RewriteModule. May want
to add something to the Wiki.
