Can we use Shibboleth for... ?

Good morning to all,

Thank you in advance, I hope all of you are well. My name is Aris and I work for a CEPR who is a charity and we have around 1,300 members.
For all of the things that we do, we have a DB (based on CiviCRM opensource CRM system). I am hoping to find a way to offer SSO to our members and our various website visitors through a single solutions.

Currently we run 6 different websites that are stand alone and we manually move user information to the CRM platform.
I would like to get to a stage that all of our users login through one system and are able to move between our websites without having to authenticate again.

Unfortunately due to our nature we do not have (or can afford) something like Microsoft AD or Azure AD for all of our users. I was hoping (am hoping) to be able to use Shibboleth for both (?) our user directory as well as the Identity Management and Service Management… but since this is new to me, I thought I would ask the question first (thank you).

So is it possible (in principal) to do that? To use our CRM system as the “directory” for our users and Shibboleth for the rest?
All our websites are build on Drupal 7 (and now looking to move to Drupal 8).
