Looking at what's shipping with Ubuntu 18.04 I'd still recommend
upgrading to the latest 18.04 LTS release before starting down that
road because that has:

* both OpenJDK 8 and OpenJDK 11
* both Tomcat 8.5 and Tomcat 9
* plus Jetty 9.4

available, giving you the choice (with much less hassle) of moving to
a newer container or JVM version, all within the same OS release and
without even needing a reboot.

An IDP shouldn't have any other software installed or services
running, IMO, so if there are contraints from other services
preventing you from upgrading your machine running 16.04 maybe that's
a sign you shouldn't be installing the IDP there in the first place.
