That’s the one.  You have a PATH issue which probably means that your existing path was weird.

As I recall there is more in the Event Viewer in that entry (in extra info, or show XML or some such) which should provide you with
the information about which DLL.


You could also try just running 

	C:\opt\shibboleth-sp\sbin64\shibd.exe 

Which might provide more information
