shibboleth.consent.attribute-release.MatchExpression ignoring blacklist

It looks like using shibboleth.consent.attribute-release.MatchExpression
prevents / negates hte use
of shibboleth.consent.attribute-release.BlacklistedAttributeIDs.

I mentioned it back in 2015.

My expected behavior is that the attributes on the blacklist would be
removed from the attributes identified by the regular expression.
