SP 3.0.4 IIS module and handlerURL processing

Sorry I didn't even think of using "/" as a dummy prefix, that would have worked fine.

For the record, the person that was claiming to observed an issue with the handlerSSL behavior is also incorrect, that works fine as far as I can tell.
