Matter of fact, the documentation no longer includes any of the setup material related to the old filter, all of that is historical since the only supported Windows versions are all on IIS 7+ and support the newer module. So all of the SP3 documentation exclusively addresses that module, and only mention the filter in terms of how to remove it from an older install.

So I don't know what you're looking at unless there's a legacy page that got copied over and is reachable somewhere I didn't spot.
