I think it depends on Chrome versions and settings, but Edge isn't Chrome yet, so that probably isn't it.

But this really sounds like CDN-like behavior. That would suggest the user being behind a proxy of some sort that's doing the caching the CDN normally might be.

What we've been able to tell in the past through real-time observation is that these error requests actually never hit the server at all, demonstrating they're coming from some other intermediary. At that point it is obviously impossible to fix by anybody but the client, usually by changing networks.
