Are you manually typing those messages off the screen?
Or is that path literally "lib65"?

That latter part about missing DLLs is a huge red flag.

Since you reportedly installed the 64-bit version of the SP
("shibboleth-sp-3.0.4.1-win64") now would be a good time to reply to
Rod's question about the OS variant.
