[EXT] Need to support trailing / at <url>/Shibolleth.sso/Login

Tried that.  It does not initiate the authentication process, just gives an invalid URL response.  That is even when I disable the Directory directive.  We learned that the proxy is not requiring the trailing /, it is just showing it in all their documentation and the people configuring that side of things have never tried it without the trailing /.

Issue is resolved as far as I am concerned.

I think the Apache rewrite module is going to be your best solution in this case.
