Doesn't mod_shib work when the apache24.conf is placed in the directory /etc/httpd/conf.d/? Shibboleth SP on CentOS does so.
The ordinary way seems to place only a LoadModule line in /etc/httpd/conf.modules.d/ and the rest is placed in /etc/httpd/conf.d/ .
