No, that's the wrong .jar file.  Gradle is used to build the shibcas .jar.
You probably downloaded from the source page:

https://github.com/Unicon/shib-cas-authn3

instead of the release page, which is a different tab at the top.  I would
recommend using the latest stable release, 3.2.3.

https://github.com/Unicon/shib-cas-authn3/releases/tag/3.2.3

Pick the .zip or the .tar and unpack it.  Inside, you will find the 2 .jars
that you need in the folder:

/shib-cas-authn3-3.2.3/edit-webapp/WEB-INF/lib

Copy those .jars to the same place, and you can delete the gradle .jar.
It's an easy mistake to make with the Github interface, so don't feel bad.
