It's available if the error occurring happens as a controlled result of a webflow as the terminating view state that ends the flow. It's not available on exceptions that interrupt the flow and just break the system. The same template is configured as a default end point for both cases.
A custom flow event that's meant to be a "normal" outcome is usually best mapped via errors.xml to a dedicated view template, often offloading any need to even access the PRC if the result's meaning is fixed.
