IIS installation problems

Can't find anything with procmon.

I now think that there is some call in there that uses something that's only available on a windows server but to get this confirmed would be great.

This is the version that I am using

Does a procmon of the IIS process show anything.   File protection is always a possibility.

I have to say that I haven't tested against Win10 - I only test the server Operating systems, but if you cannot get any further I'll fire up one of my win10 VMs.  I'm assuming that this is Redstone 4 (the release they pushed in the Spring) and nothing in the fast ring? (RS5 or even 6).
