IIS installation problems

I have installed SP 3 on a Windows 10 Pro with IIS 10 and I can't get it to work at all.

The iis7_shib.dll refuses to load.

The log just says that it can't be loaded, and the error code is 7F000000.

I have changed the site id to point at the correct site, but it didn't help.

Any suggestions on what can be wrong?
