Auto deployment failure on tomcat with unpackWAR="false" in 3.4.0 update

All things being equal, it sounds to me moving around the software
while the server is running is not a good idea.

Other than that the tomcat bug referenced in the shib wiki explains
that tomcat always unpacks WARs, it's just the location (where it
unpacks the WAR to) that changes depending on the value of unpackWAR.
So what's the point of setting this to false if it does not achieve
what its name suggests?
