Unable to locate metadata for provider (https://idptest.ptc.edu/idp/shibboleth)

Hello.  I am new to Shibboleth and have no doubt I am doing something wrong to cause this error, but I cannot see it.  From the sp.testshib.org log file:

2018-10-10 12:16:36 DEBUG Shibboleth.Listener [721] [default]: dispatching message (default/TestShib::run::SAML2SI)
2018-10-10 12:16:36 WARN Shibboleth.SessionInitiator.SAML2 [721] [default]: unable to locate metadata for provider (https://idptest.ptc.edu/idp/shibboleth)

I originally uploaded the file without an extension (filename : idptest-ptc-edu_85717338946681) and thought that may be the issue, so I added .xml to the end and attempted again.  No luck, but now I may have 2 metadata entries registered with testshib.

Any help would be appreciated.
