Matt,

I can't speak to the status of TestShib or its maintenance, but that error was frequently encountered in the past when someone else uploaded invalid metadata.  It might not be anything wrong with your deployment at all and you might need to wait until it's cleaned out.

There's another free SAML test site at https://samltest.id that runs the latest releases of Shibboleth if you're interested in trying it.
