Install Shibboleth SP with libcurl4

That removal was more a side effect of us updating our guide for version
3 of the SP...  We now have packages for Ubuntu 18.04 built against
libcurl4 and OpenSSL 1.1. I managed to build them this week from Debian
experimental, see [1]. :)

Assuming you are talking about our [SWITCH] packages, they install and
upgrade all right even if you had the ones from Ubuntu installed before.
A dist-upgrade is required though, because of libcurl and libssl
conflicts. The old libraries should be removed automatically once no
more packages depend on them.

Sadly for Debian users, the shibboleth-sp package has been sitting in
the NEW queue [2] for more than a month now (because its name changed
from shibboleth-sp2) and I can't tell when it will be allowed to move to
experimental. So until the whole set of SP packages migrates from
experimental, to unstable and finally to testing, there won't be
official backports of v3 for Debian...
