Trouble configuring SP3 for multiple idps

Appending &target to the link isn't the most viable option because we have a
lot of clients using links that will take some time to propagate changing...

I attempted to add the homeURL property to ApplicationDefaults, but this
still routed to https://sso-dev.quavermusic.com:



I was successful in adding an ApplicationOverride element with the
handlerURL adjusted:



I don't know if this is a viable option because *none of the shib-specific
params are not coming through* the server variables/headers (printing out
both, i'm expecting to see them in the server vars)

Can you provide a more specific, robust explanation of where to add the
homeURL parameter? And potentially, if the problem is unrelated, how to set
my configuration properly so that shib params come through? I'm still using
the same shibboleth2.xml pasted above sans the target items (as per Scott's
suggestion)
