Plenty of ways.  You can append &target=https://sso-dev.company.com/shibboleth/index.html to your URL:

 
https://wiki.shibboleth.net/confluence/display/SP3/SessionInitiationCommonQueryParameters

 
Or you can add it to your web host configuration or set a homeURL so that that becomes the default destination page.

 
This is all modulo what Scott said in the last message.

How do I dictate a specific location to send all requests so it can be picked
up by my specific handler?

For example, currently I click the test link and it hits
https://sso-dev.company.com/Shibboleth.sso/Login?entityID=abc123 and then it
transfers over to just https://sso-dev.company.com

While the first part is right, I want the end point to be pointing at
https://sso-dev.company.com/shibboleth/index.html is there a global setting
for that?
