Someone from a German university pointed it out to us [SWITCHaai].

Personally, I wouldn't recommend people hack their systems to that
level, it's a recipe for trouble later.

Moreover you'd end up with shibd linked against OpenSSL 1.0 using
libcurl4 linked against OpenSSL 1.1, IIRC that can be an explosive
combination. Ubuntu's changelog for package libxmltooling7 explicitly
mentions linking it to a special libcurl with OpenSSL 1.0:
