Reverse of IdP Discovery Service

Service discovery could be a simple as a static link page. A dynamic page of links could be derived from metadata with an XML style sheet. However, you would need good metadata, and this approach does not solve the problem of authorization, i.e. is a user of the organization entitled to use a specific service?
