Money is not the issue, skilled staff time is the issue. The members have repeatedly chosen not to invest in this as a project deliverable, therefore it isn't one. That's it.

In addition, both Internet2 and Jisc have so far proven unable to get a donation capability to happen. PayPal requires that an individual provide an SSN to assume liability for the account. No sane person would do that.
