Different expiration times for terms-of-use storage records

Pretty sure the latter.

To configure the expiration timeout per-relying-party, I think you might be able to “copy” the intercept flow and apply it per-RP with the appropriate timeout. Or maybe there is an easier way, I would need to take a look.
