Further to Peter's message. Your IdP is registered in the UK
federation (Jisc).
I remember supporting your former colleague a few months ago migrating
from Shib IdP 2 to 3, so it's hopefully a fairly recent version of
Shibboleth IdP on Windows, but it would need an upgrade to the latest
minor version.
If you require any assistance from us then drop a line to us via. It
might be useful for us to update our records of contacts and software
version that you are using.
