SP Metadata File Reloading

All,

I'm trying to load IdP metadata entries that have been added to a file and
then use them within a minute of their addition to the file, but lookup for
the entity fails.  Session initiation does work a minute or two after the
addition to the file.

        <MetadataProvider type="XML" reloadChanges="true"
path="/var/md/test.xml"/>

I've triple checked that the entity enters the file immediately.  Any
pointers to what I should be looking at?
