SP force no RelayState with AuthnRequest

It's the point. I need to fix a bug in the IdP (in this case a SAML
IdP/SP proxy). It assumes a RelayState and does the wrong thing when it
does not receive one.

It's easy enough to just run the first GET to the SP with curl
--verbose, grab the Location and chop off the RelayState, then paste the
rest into a browser. Works fine.

Just curious (and motivated by laziness)...
